Health management is conditioned by:
- An increasing demand level of patients, their environment and the society in general.
- High difficulty in establishing objective measurements about the performance level.
- Decisions about the resources assignment (expenses / HR…) very atomized.
- Separation in different healthcare levels (with non unified management) of many of the processes which are perceived by the patient as unique.
- Decision making by health personnel needs handling of much information “in real time” and other series of objective criteria, but also subjective ones (experience, environment…).
- Few agents’ ability to make decisions (regulation, decentralization…).
